Demographic data are traits such as age, gender, language and location that an analytics tool attaches to a website's or app's visitors, usually drawn from users signed into a Google account with ad personalization turned on.

In Google Analytics 4, demographic data only shows up for the share of users who are signed into a Google account, have ad personalization turned on, and have consented to it. That depends on a feature called Google Signals, which the property administrator has to switch on manually. On sites with moderate traffic, or a large European audience under GDPR, the Demographic details report often shows "not enough data" because the number of eligible users never reaches Google's minimum privacy threshold.

What demographic data means

Demographic data describes who visits a website through general traits of the person, not through what they do on the page. The usual variables are age in ranges such as 25-34, gender, browser language, and location down to country, region or city. GA4 also folds a user's interests, meaning affinity and in-market categories, into the same report, even though interests strictly describe consumption behavior rather than a demographic trait. This kind of data has existed since the early years of Google Analytics, but the underlying model changed completely once Universal Analytics stopped processing data for good on July 1, 2023. That older system relied on a third-party DoubleClick cookie to infer age, gender and interests across a sample of users. GA4 replaced that mechanism with Google Signals, tied to signed-in Google accounts, which shrinks the number of covered users but fits today's consent requirements far better. It matters to separate the aggregated figure in a report, such as how many 25 to 34 year olds visited a page last week, from an individual demographic fact about one specific person. Google Analytics only ever surfaces the former, and only once it clears the privacy thresholds described further down.

Google Signals versus third-party cookies

Before 2023, almost all of a site's demographic data came from third-party advertising cookies, including the DoubleClick cookie that Universal Analytics used. That model has largely closed down: Safari and iOS have blocked third-party cookies by default for years, Firefox does the same, and Chrome has kept narrowing their reach. GA4 no longer depends on that path. Its demographic data arrives through Google Signals, something the property administrator has to turn on deliberately, gated by each individual user's consent and ad settings. How it works

Google Signals is turned on in a GA4 property's Data Collection settings, through a toggle that's off by default. Once enabled, it enriches sessions for users who meet two conditions at once: they're signed into a Google account, and they've turned on ad personalization within that account. The administrator can also enable or disable collection region by region, a control commonly used to treat European traffic differently. For every other visitor, anyone who doesn't meet both conditions, GA4 assigns the value "unknown" to the age and gender dimensions instead of leaving them blank. That's why a demographic report almost never covers a hundred percent of a site's sessions. On top of that, Google Analytics applies data thresholds meant to stop anyone from inferring an individual's identity from a very small demographic group. When the number of users in a given bracket doesn't reach the minimum Google requires, Google Analytics withholds the entire value from the report, precisely so that small bracket can't be isolated. Google doesn't publish the exact number. When this happens, widening the date range usually brings the figure back, since it pulls more users into the count. For mobile apps the source changes: demographic and interest data there comes from the Android Advertising ID or the iOS IDFA, still gated by the user's tracking permission at the operating-system level.

Why it matters

Demographic data supports decisions that hinge on who the visitor is: which language to prioritize in content, which age bracket a remarketing campaign should target, or whether a product redesign actually fits the audience a page draws. Without it, those calls rest on assumptions about visitors rather than a checked figure. The practical limit is coverage. A report reading "not enough data" doesn't mean the site has no users of that profile, it means too few visitors met the Google Signals conditions and cleared the privacy threshold. Reading that gap as a real absence of audience leads to bad calls, especially on sites with a mostly European audience, where consent mode further shrinks the eligible user count. That's why GA4's demographic data works best as one signal among several when building a buyer persona, alongside surveys, interviews or CRM data, rather than as the sole source. Read with that limit in mind, it still remains the most accessible audience-profile data point a free tool provides.

- Turn on Google Signals only when the team will actually use the demographic and interest reports, weighing the privacy trade-off first. - Configure consent mode correctly before switching on Google Signals, so the data volume reflects users' real consent rather than an inflated count. - Cross-check GA4's demographic data against first-party sources, such as surveys or CRM records, instead of treating it as the complete picture of an audience. - Widen the date range before concluding "no data", since it's usually a threshold problem rather than a missing audience. - Review Google Signals activation region by region, and turn it off wherever the legal framework or internal policy requires it. - Track what share of sessions land in "unknown" before drawing conclusions from the rest of the sample.
